The Careers are trained for brutality, and the books have mentioned tributes savagely killing others. I think it's a safe assumption if I guess that that means they chop a limb or two off not necessary but it happens.
The capitol enjoys that stuff so I don't think having the dead tributes in one piece when they die is mandatory. Enobaria is notorious for ripping the throat out of a tribute with just her teeth, what makes cannabilism so different. It's really disgusting but the capitol watched like 1, children die in so many different ways. How is Titus much of a stretch from Enobaria?
